Regulated Air Cargo Agent Regime (RCAR)
The Regulated Air Cargo Agent Regime was implemented in Singapore on 1 Apr 2008 to enhance air cargo security against acts of unlawful interference. It is based on the underlying principle requiring aircraft to operate in a secure environment. Regulated Air Cargo Agents or RCAs are required to apply security measures from the point of collection of cargo and throughout the Cargo Chain until the cargo is loaded onto aircraft. Cargo that has been inspected, examined, screened, cleared and protected from unlawful interference or contamination are accepted on board aircraft.
Regulated Air Cargo Agents or RCAs under the RCAR Regime are required to formulate a security programme known as the Regulated Air Cargo Agent Security Programme or RACASP stipulating the security measures that they will apply in the collection, storage, preparation and transportation of cargo.
Live Sensor SPI is listed with Airport Police Division as an Accredited RCAR Security Consultant as well as Accredited RCAR Auditor under the Regulated Air Cargo Agent Regime. Live Sensor SPI has provided numerous security consultancy services to several Regulated Air Cargo Agents or RCAs in their application for registration and the formulation of the RACASP for approval by the authority. Following a security survey, security gaps are closed and security measures and systems are realigned to meet RCAR requirements. Other related requirements are identified and recommended for implementation before application for registration is made.
Live Sensor SPI, being an Accredited RCAR Auditor has further conducted several external audits for RCAs when they apply for renewal of their registration as a Regulated Air Cargo Agent. All aspects of security measures; physical, systems, manpower and procedures are examined to ensure compliance, effectiveness and relevance. In addition, Live Sensor SPI conduct security training on RCAR-related courses to enhance security awareness as well as skills of RCAs to conduct audit and risk assessment.
Secure Trade Partnership (STP)
The Singapore Customs implemented the Secure Trade Partnership (STP) Program in 2007. Both the STP and the enhanced STP Plus entails a set of security criteria and the company is evaluated on its measures and processes, prior to being awarded the appropriate certification. Both STP and STP Plus are voluntary programs and are consistent with the World Customs Organization SAFE Framework of Standards to secure and facilitate global trade.

Live Sensor SPI is providing security consultancy services to assist companies in the application and renewal of STP or STP Plus certification from Singapore Customs. Live Sensor SPI conducts Security Risk Assessment and produces comprehensive Audit Report, including designs and recommendations for improvements on security systems and measures to deal with security risks, threats and vulnerabilities. In addition, Live Sensor SPI formulate SOPs, Work instructions, Forms and Tools customised to client’s business operations.
Other Security Consultancy
Live Sensor SPI further provides TVRA (Threat, Vulnerability, Risk Assessment) to various facilities. Adopting the GEBSS framework, (Guidelines on Enhancing Building Security in Singapore, Ministry of Home Affairs, 2010) TVRA were conducted for Senoko Gaswork, School of the Arts, Nordbank HSH and others to review and recommend measures to enhance security measures to deal with new threats.
In Aug 2017, Live Sensor SPI audited 20 hotels for their compliance in relation to Singapore Hotel Standards SS545. As part of the audits, the adequacy and effectiveness of the CCTV surveillance systems, visitor management system and other security measures were reviewed to determine its capacity to deal with existing and new threats. Among the hotels audited were Marina Bay Sands, The Fullerton Bay and The Fullerton Hotel, Conrad Centennial and the hotels at Resort World Singapore.
Training
Live Sensor SPI has conducted numerous training in Singapore and overseas. Investigation training were conducted in Hong Kong and Macau for WorldBridge and Galaxy respectively. Security training were conducted for ConocoPhillips in Jakarta and Brunei Methonol Company in Bandar Seri Begawan.
Live Sensor SPI had developed the Security Operations and Customers’ Excellence Management course for Frasers Hospitality and conducted the course in Singapore, Shanghai, Brisbane, London and Jakarta.
